This page aims to present our accessibility policy and define the general accessibility level observed on the website, in accordance with the applicable protocols and regulations.
What is digital accessibility?
Digital accessibility is a set of standards and best practices covering functional, graphic, technical and editorial aspects.
Digital media (websites, mobile applications, PDF files, etc.) must adhere to particular standards and best practices in order to be accessible by people with disabilities.
For example, an accessible website allows users to:
- Customize its display via the operating system and/or browser (enlarge or shrink characters, change typography, modify colours, turn off animations, etc.).
- Browse using assistive technologies such as text-to-speech or Braille.
- Navigate without having to use a mouse, just a keyboard, switches or a touchscreen.
- Watch videos and audio content with subtitles and/or transcriptions.

Département de la Manche is committed to make its websites (Internet, intranet, and extranet), its software packages, mobile applications and urban digital infrastructure accessible in accordance with article 47 of French law no. 2005-102 of 11 February 2005.

This declaration applies to the https://tatihou.manche.fr website.

The website is partially with RGAA version 4.1.2 (and therefore WCAG 2.1) as a result of the non-conformities listed below.
Test Results
The audit of compliance with RGAA version 4.1.2 performed by Ideance in July 2025 on a sample of the website’s pages reveals that:
- The global compliance rate is 75 %.
Calculated by dividing the number of compliant criteria by the number of applicable criteria. - The average compliance rate is 90,5 %.
Calculated by averaging the compliance rates for each page.

- 7.1 – A few scripts are not compatible with assistive technologies.
- 8.6 – A few page titles are irrelevant.
- 8.7 – A few language changes are not indicated in the source code.
- 8.9 – Some semantic elements are used for presentational effect.
- 9.1 – A few contents are not properly structured using heading elements.
- 9.3 – Some lists are not properly structured.
- 10.7 – A few interactive elements do not have a visible focus indicator.
- 11.11 – Input assistance does not provide suggestions to help correct errors.
- 11.13 – A few input purposes cannot be deducted and thus used to automatically complete forms with user data.
- 12.7 – Some pages of this website provide a skip link to the main content that does not work.
- 12.8 – Tab order is inconsistent.
- 13.3 – The downloadable documents do not have an accessible version.
Contents not subject to accessibility obligations
The following tools have been exempted:
- “Tarte au citron” cookies consent manager,
- OpenStreetMap interactive map,
- ViewSurf player video.
They were not fully audited during the process. However, it has been checked their presence does not have an impact on either use or consultation of the website.
Additional notes
Validity of the generated source code
The generated source code of the site pages is not fully valid according to the specified document type.
However, for the reasons mentioned below, the RGAA criterion 8.2 corresponding to this point has been marked as compliant.
Officially, WCAG criterion 4.1.1 relating to this RGAA criterion 8.2 has been removed from WCAG 2.2 and must be considered as still satisfied with regard to WCAG 2.1 as well as the European standard EN 301 549.
In practice, this criterion no longer has any benefit for accessibility for people with disabilities. Any accessibility problems arising from the invalidity of the generated source code are covered by other RGAA criteria.

Improvement approach
The Département de la Manche is taking steps to improve digital accessibility, as detailed below:
- Part of the Département de la Manche teams attended a digital accessibility awareness session in March 2024 and in December 2024.
- The teams in charge of developing the Département de la Manche’s websites attended a “Designing and developing an accessible website” training session (two days) in June 2024.
- Several websites have already been audited by Ideance.
- Corrective actions identified during these audits are in progress.
